After 37 spins 13 numbers will not come out. This means about 24 numbers will come out.
If we randomly pick a number it will cost us 1 chip every spin.
We do not know which spin number it will come out or if it will come out.
At this point we are down that many chips.
We can follow that number in a certain way so it will not costs us any thing.
When we get to game 25 we stop following it (it could be a number that will not come out).
The number could come out twice.
We could wait 10 spins then only play15 spins at a time.
